Zamboanga City  Friday, January 3, 2003

The Zamboanga City Water District (ZCWD) might impose water rationing again this early part of year 2003, because of El Nino.

ZCWD General Manager Engineer (Eng.) Juanita Bucoy said that her office is closely monitoring the water level in the upper Tumaga River, which serves as a gauge or indicator if the water supply level is beginning to decrease.

While the ZCWD has nine deep well functioning in several areas in the city, the volume of water coming from these wells is not enough to augment the total water volume needed by consumers.

The ZCWD has its deep wells located at barangay Baliwasan, Gov. Camins Road, barangay Putik, Caputatan, barangay Lunzuran, barangay Ayala, barangay Tulungatung, Cadena De Amor at barangay Guiwan, and at barangay Tetuan.

In view of this development, the water district advises the 38,000 water concessionaires in the city to prepare water containers to store water, in case water rationing will be imposed.

The water district previously imposed water rationing in the city from March to June of last year.

Eng. Bucoy said that they would use the same schedule of water rationing from last year, with some refinement.

She assured the public that before any water rationing will be imposed by the ZCWD, notices will be served to the water concessionaires so that they will not be caught unaware.

It is recalled that the water facility was flooded with numerous complaints from the public last year when it imposed water rationing abruptly, without due notice.

Zamboanga City has been experiencing a mild El Niño for the past several months.

Eng. Bucoy said that the ZCWD could only sustain at least eight months of drought because, by then, the water level at the Tumaga river will not be enough to provide all the water needed in the city proper.

Beyond that period, the Water District has to resort to water rationing, as the local water utility does not have an impounding dam.
