Biliran turns 20

NAVAL, Biliran- The province of Biliran, an island paradise lin in Eastern Visayas turns 20 years old today, (Friday), May 11, 2012 as it celebrates its 20th Provincehood Anniversary.

Memorable to all Biliranons, the celebration of the event will be started with a thanksgiving and anniversary mass at 8:00 o’clock in the morning at the Cathedral of Our Lady of the Holy Rosary. The main celebrant is no less than Msgr. Filomeno Bactol, Bishop of Naval.

The grand anniversary parade at 9:00 in the morning immediately follows the mass. The route of the parade starts at the Naval Port area going to the provincial capitol grounds.

Participants to the grand parade are the members of the people’s organizations and associations; private establishments; officials and employees of the National Government Agencies (NGAs); eight local government units (LGUs) of the province of Biliran led by their respective mayors and the provincial government of Biliran led by Governor Gerardo Espina, Jr.

The anniversary program at the capitol grounds follows immediately after the parade.

During the program, Gov. Espina Jr. and Congressman Rogelio Espina of the lone district of Biliran will deliver their anniversary messages.


Part of the anniversary program is the launching of the Biliran Hymn.

The reading of the History on the Creation of the Biliran Hymn will be done by Dr. Peter Escobarte, Schools Division Superintendent of the Department of Education, Division of Biliran.

Sangguniang Panlalawigan (SP) Member of Biliran, Brigido Caneja II will read the SP Resolution Adopting the hymn.

Mrs. Nova Jorge, faculty of the Naval School of Fisheries will lead in the Community Singing of the Hymn.

The three-day Agri-Trade Fair and Jobs Fair and One-Stop Shop will close after the anniversary program.

The announcement of winners in connection with the holding of the Agri-Trade Fair immediately follows.

To cap the activities in celebration of the 20th Provincehood Anniversary celebration are the turn-over of livestock dispersal with the Office of the Provincial Veterinary (OPV) to identified beneficiaries; distribution of the Handog Titulo Program with the Department of Environment and Natural Resources (DENR); Ceremonial Release of Loan to Beneficiaries with the Department of Trade and Industry (DTI); Awarding of Collapsible Solar Dryer to Barangays with the Department of Agriculture (DA); and the Distribution of Medicines to the eight LGUs of the province.

This year’s celebration of the 20th Provincehood Anniversary is centered on the theme “Mauswagon nga Biliran ubos sa Malig-on nga Pangagamhanan Kauban ang Makugihon nga Katawhan!” (“Progressive Biliran Under A Strong Government Together With Industrious Citizenry”.

Naval municipal tourism council elects new set of officers

NAVAL, Biliran- Members of the Naval Municipal Tourism Council elected a new set of officers for 2012 during a meeting held at the Municipal Session Hall on Tuesday, May 8.

The new officers are: President – SB Member Marilou Lucente; Vice-President Mario Opeña; Secretary – Dwight Kenneth Docallos; Treasurer – Sandra Limpiado; Public Information Officer (PIO) – Flor Jackson; Auditors – Victoria Delfin and Alex Salomon. The board of directors are composed of officials from the Department of Trade and Industry (DTI), Naval State University (NSU), Technical Education and Skills Development Authority (TESDA), Department of Science and Technology (DOST), Philippine National Police (PNP), Department of Labor and Employment (DOLE), and the Philippine Information Agency (PIA) based in Naval, Biliran.

In her message, Marilou Lucente said that the commitment of each and every officer of the council is of primary importance as this will contribute to the development of the tourism industry not only in the municipality of Naval, the capital town of Biliran but also in the entire province.

“We must aim to promote the destinations in our place to be able to entice more tourists both domestic and abroad to visit Biliran, an island paradise,” she said.

“We will continue to identify more tourist attractions in Naval,” she added.

The municipality of Naval has two attractive tourist destinations that continue to draw more tourists, and these are the Banderahan Beach in Barangay Caraycaray, Naval; and Higatangan Island which is famous for its shifting sand bar and fine beach resorts.

Higatangan island can be reached within 30 minutes boat ride from the Naval port.

The meeting of the Naval Municipal Tourism Council and the Inter-Agency Task Force on Tourism was attended by the officials, proprietors and operators of public transport, accommodation, restaurants, travel agencies, catering services, tour guide associations, travel agencies, motorist groups, mountaineers, bikers associations, and other non-government organizations (NGOs) operating in Naval town.

Biliran set to celebrate its 20th provincehood anniv

NAVAL, Biliran- The province of Biliran is all set to celebrate its 20th provincehood anniversary on May 11.

Aldrin Caing of the Biliran Provincial Information Office said that the three-day celebration will start on May 9, Wednesday and will end on May 11, Friday, the anniversary date.

Caing said, the celebration will start with a motorcade on May 9 from the capitol grounds passing through the major streets of Naval, the capital of Biliran.

The opening ceremonies will immediately follow after to be held at the capitol grounds, as well.

The ribbon cutting ceremony to open the Agri-Trade Fair will take place after the opening program to be led by congressman Rogelio Espina of the lone district of Biliran, governor Gerryboy Espina and other distinguished guests.

“The Agri-Trade Fair is one of the highlights of the 20th Provincehood Anniversary celebration,” said Jaime Casas, Biliran Provincial Agriculturist.

He added that the Agri-Trade Fair will showcase the best farm produce of Biliran farmers as well as the cottage industry products of the best producers in the province.

Local government units, eight municipalities of the province, national government agencies and 15 private entrepreneurs from other parts of Biliran will participate in the agri-trade fair, according to Casas.

Part of the activity is a contest on the best dressed booth, of which the prizes were increased. First prize winner will get a cash prize of P6,000, 2nd prize will get P5,000, 3rd prize will win P4,000 and the non-winners will receive a consolation prize of P2,000 each. The participating groups will also receive a certificate.

This year’s celebration of the 20th Provincehood Anniversary of Biliran is anchored on the theme “Mauwagon nga Biliran Ubos sa Malig-on nga Kagamhanan Kauban ang Malig-on the Katawhan (Progressive Biliran Under Under A Strong Government Together With A Strong Citizenry).”

Biliran DTI holds provincial consumers congress

NAVAL, Biliran- The Department of Trade and Industry (DTI) - Biliran Provincial Office will hold a Provincial Consumers Congress on Wednesday, May 9.

Engr. Celerina Bato, DTI Provincial Director in an interview said the Provincial Consumers Congress aims to encourage public interest to organize and strengthen the consumer organizations in the province.

She said the Provincial Consumers Congress which will be held at the capitol grounds in Brgy. Calumpang, Naval, Biliran is one of the highlights of the provincehood anniversary celebration of Biliran.

The day-long activity will consist of a series of lectures in the morning and an open forum in the afternoon.

She added that speakers from DTI regional office in Pawing, Palo, Leyte will give lectures on topics which include the Role of Consumer Associations in Consumer Welfare and Development, Consumer Rights and Responsibilities, Philippine Mandatory Product Standards and How to File a Consumer Complaint, among others.

Some 60 participants are expected to attend the Congress which is in preparation to the holding of the Regional Consumers Congress in Tacloban City in August this year and the 2012 National Consumers Congress.
