San Luis to commemorate birthday of Huk Supremo Luis Taruc

SAN LUIS, Pampanga- Preparations are underway for the commemoration of the birth anniversary of the former Huk Supremo, icon, and hero Luis Taruc on June 21.
San Luis Mayor Venancio Macapagal and Dr. Romy Taruc, a descendant of the Supremo, are planning the activities which initially include the installation of a marker and wreath-laying on the area where the house of Taruc used to stand in barangay Sta Monica.
During the 2nd World War, Taruc, together with Castro Alejandrino, Felipa Culala (Kumander Dayang-Dayang) and Bernardo Poblete (Kumander Banal) founded the HUKBALAHAP (Hukbong Bayan Laban sa mga Hapon) on March 29, 1942. Taruc was chosen to lead the 30,000 –strong guerilla group and attack the Japanese invaders at every opportunity.
In 1946, Taruc and five others were elected to the Congress. However, they were denied their seats on charges of terrorism. After negotiations with President Manuel Roxas failed, Taruc went underground. In 1948, Taruc agreed to surrender to then President Elpidio Quirino but did not push through. The Huks’ control of Luzon alarmed Quirino that he assigned Minister of National Defense Ramon Magsaysay to subdue the movement.
In 1954, during the presidency of Ramon Magsaysay, Taruc surrendered to Benigno Aquino, then a reporter of the Daily Mirror and a secret emissary to the Supremo. He was brought to Manila and sentenced to 12 years in prison. After being denied executive clemency by President DiosdadoMacapagal, finally in September 1968, President Ferdinand Marcos pardoned him.
Taruc continued to work for social and agrarian reform.
He died of a heart attack at the St. Luke’s Medical Center on May 4, 2005. He was 91 years old.
DepEd holds K to12 workshop for teachers

CITY OF SAN FERNANDO, Pampanga- The Department of Education (DepEd) has organized a five-day training and workshop for teachers of the K to 12 basic education program.
The workshop, which started on Tuesday, May 8, is expected to enhance the competence and working attitude of educators, said city schools division superintendent Dr. May Eclar as she explained that “K to 12 is very critical and will spell a lot of difference in learning and teaching.”
The said training is essential to teachers as through this, they will be fully prepared and equipped on the mastery of lessons in Math, Science and English.
About 200 Grade 1 school teachers attended from the said division. Among the topics that will be discussed during the workshop includes science concepts integration, mother tongue-based (MTB) curriculum, domains for each language and standards at the end of Grades 1 and 3, K+12 lesson planning and micro-teaching.
The new curriculum for Grade 1 and Grade 7 (High School Year 1) will be implemented in school year (SY) 2012-2013 and will progress in the succeeding school years. Grade 11 (HS Year 5) will be introduced in SY 2016-2017, Grade 12 (HS Year 6) in SY 2017-2018. The first batch of students to go through K to 12 is expected to graduate in 2018.

CITY OF SAN FERNANDO, Pampanga- A bill has been filed on Monday which mandates the inclusion of Moro history, culture and identity in the curricula of all levels of schools in the country.
Aurora representative Juan Edgardo Angara explained that there is a need for deeper understanding of the so-called Moro problem, which is the historical and systematic marginalization of the Islamic ethno-linguistic groups, arguably constituting a Moro nation or Bangsamoro, in their homeland in Mindanao first by colonial powers Spain and United States and more recently by Philippine government dominated by an elite with Christian-Western tradition. This minoritization is the background of the recurrent Moro struggle.
“We can build peace by understanding each other. The image Christians have of Muslims is invariably more negative than the image that Muslims have of Christians," Angara said.
The three-term lower house lawmaker added that Muslims and Christians have been exerting efforts to improve their understanding and appreciation of each other’s historical, social and cultural values to strengthen the edifice of peace, especially in Mindanao. One effective tool is to let the youth learn the various cultures of the country.
Under the measure, the Department of Education and the Commission on Higher Education are to develop subjects, courses or training programs which emphasizes seven key points and areas namely understanding the so-called Moro problems including the roots of the conflict and its impact to the rest of the country; specific character of Mindanao as an island shared by Christians, Muslims and ethnic Lumads and thus the ideal of their equality, co-existence and unity; the positive relations and remembrances in history among the tri-peoples of Mindanao; the identification of the common origins of the peoples of Mindanao; appreciation of various culture and ethnic identities; support for broader Mindanao peace process including the promotion of Muslim-Christian dialogue and a culture of peace; and fostering of the attitudes and values of peace.

CITY OF SAN FERNANDO, Pampanga- The 18 schools division in Central Luzon will receive P42,000 each from the Department of Education (DepEd) while the region will get P40,000 for the monitoring and evaluating the implementation of special education (SPED) in elementary schools.
Each SPED center, DepEd Regional Director Teofila Villanueva explained, will get a financial subsidy of P500,000 to sustain the implementation of SPED programs, projects and activities.
The subsidy will provide children with special needs with trainings, sports activities, educational tours, and camp activities. Some amount are also allotted for the purchase of instructional materials, aptitude assessment tools, supplies, learning materials for the gifted and assistive devices for those with disabilities.
SPED teachers and school heads will likewise undergo additional trainings to upgrade their competency in the handling of children with special needs.

CITY OF SAN FERNANDO, Pampanga- The Department of Labor and Employment (DOLE) awarded on Labor Day a total of P1.9 million livelihood grants to around 1,200 groups and individuals in Aurora and Pampanga.
The ceremonial awarding was held in SM City Pampanga wherein P1 million was given to Aurora residents while the remaining P900,000 to Kapampangans.
DOLE regional information officer Jerry Borja disclosed that the recipients, consisting of union members, ambulant vendors and persons with disabilities, are now beneficiaries of their Negosyo sa Kariton (Nego-Kart), Kabuhayan starter kits, and Workers Income Augmentation (WIN-AP) programs as well as other livelihood projects.
Under the Nego-Kart, each beneficiary receives a vending cart, livelihood tools, and raw materials amounting to P15,000.
On the other hand, starter kits, which contain tools and materials that allow recipients to engage in various roving businesses such as massage, plumbing, cosmetology, appliance repair, upholstery, rag making, embutido making, hair dressing, and manicure/pedicure are also included.
Apart from the karts and kits, beneficiaries in these programs are also given trainings on entrepreneurship and business management.
Their respective local government units also provide their counterpart assistances in the form of additional tools and trainings and initial payment of their Social Security System (SSS) and Philippine Health Insurance Corporation (PhilHealth) premiums.
Moreover, WIN-AP assists worker’s unions in the private sector in engaging business to augment their family income.
Borja added that “WIN-AP not only benefits the union members financially through dividend-sharing but it likewise provides employment to their relatives and easy affordable payment schemes in the form of salary deduction.”
In a statement, DOLE Regional director Raymundo Agravante said that their mandate “do not stop in facilitating job opportunities alone, but rather, we are opening more opportunities by empowering each Filipino worker to venture into entrepreneurship through our integrated livelihood programs to improve their lives.”
Capitol, DA boost agro-tourism project in Floridablanca

CITY OF SAN FERNANDO, Pampanga- In its bid to further boost the agro-tourism project of upland communities in Floridablanca, the Pampanga provincial government and the Department of Agriculture (DA) distributed thousands of mango and banana seedlings for planting in three barangays of the municipality.
This was learned from Roy Imperial, agriculture consultant of the Pampanga provincial government, as he said that Governor Lilia G. Pineda and DA officials led the distribution of 4,000 mango and banana plant seedlings recently.
The seedlings, according to Imperial, would be planted in barangays Nabuclod, Camachile, and Mawacat, all in Floridablanca in line with the agro-tourism project of the provincial government.
He said that the governor is very much appreciative of the support and commitment of the agriculture department headed by Secretary Proceso Alcala and Director Andrew Villacorta in Central Luzon to intensify the development of agriculture in the province.
Imperial said that the DA has an on-going tramline project in Floridablanca which will improve the agricultural production in the upland communities and help improve the economy of its indigenous-people residents.
The provincial government has been mobilizing various agencies of the government to fully develop the area as an ideal eco-tourism destination.

CITY OF SAN FERNANDO, Pampanga- Another Public Private Partnership (PPP) in this city is in the offing with the recent signing of memorandum of agreement (MOA) between this city government and a real estate developer.
Landco Pacific Corporation, a developer of leisure communities, resort-inspired condominiums, and luxury home communities will carry out the construction of Barangay Del Carmen drainage system which is funded by the city government amounting P2 million.

CITY OF SAN FERNANDO, Pampanga- Aside from the Seal of Good Housekeeping award, which recognizes local government units for their transparency in governance, the Department of Interior and Local Government (DILG) is introducing a new award that the 117 towns and 13 cities of Central Luzon will endeavor to win - the Seal of Disaster Preparedness for Floods.
The award will be given to local government units (LGUs) which exhibit exemplary disaster preparedness capability before the occurrence of floods and disaster-preparedness response during floods.
The awardees will be provided with disaster management funds or with equipment for them to better address emergencies.
There are two stages in the assessment of the LGUs to win the award. The first level of assessment covers disaster-preparedness prior to the occurrence of floods and the criteria includes the organization of the city or municipal risk reduction and management councils and their offices, risk assessment and contingency planning.
A Certificate of Recognition will be given to the LGU that passes the first level.
The second level covers efficiency of LGUs in Search and Rescue, Evacuation Center Management, and Promotion of Community Awareness.
DILG regional director Florida Dijan explained that the seal is an incentive which will motivate the LGUs to seriously look into every aspect of disaster management.
Angeles City to culturally map its 33 barangays

ANGELES CITY, Pampanga- As this city recently launched its tourism campaign “Angeles City: I Like!,” its tourism office confirmed that they will venture on a landmark project that will culturally map this city’s 33 barangays.
To do this, Angeles City Tourism Office (ACTO) tied up with the University of Sto. Tomas’ Center for Conservation of Cultural Property and Environment (UST CCPET) that will help on their research development.
“This project aim is to research, document and trace the stories and memories of Angeles and uncover tangible, intangible, natural and built resources,” ACTO Head Christine Nunag said.
She added that UST CCPET was behind the success of tourism hotspots that includes Vigan, Bohol, and Cebu.
“This cultural heritage mapping will be done in the following months along with the promotion campaign of both print, video audio presentations of the tourism advertisement of Angeles City,” she explained.
UST CCPET is the flagship of the cultural heritage research concerns in UST. It focuses on research, education, and training in the protection, preservation, and promotion of cultural property in the country. It is based in UST’s Museum of Arts and Sciences.

CITY OF SAN FERNANDO, Pampanga- Department of Labor and Employment (DOLE) Regional Office 3 is inviting repatriated workers from the Middle East, fresh college graduates and other jobseekers to attend the government-sponsored 110th Labor Day job fairs in Central Luzon today.
DOLE regional director Raymundo Agravante said that up to 10,000 local and overseas careers in business process outsourcing, retail, service and manufacturing industries are up for grabs in these employment fests which will simultaneously be held in Sarigamet covered court of Bataan Peninsula State University in Balanga City; Camp Servillano Aquino in Tarlac City; Provincial Capitol Compound in Cabanatuan City; Provincial Capitol Grounds in Iba, Zambales; the event center of SM Malls in Marilao; Baliwag; Pampanga; Clark; and Tarlac; and the car park area of SM Olongapo.
A total of 360 companies have confirmed their attendance to the fairs of which 254 are Philippine-based.
Applicants are advised to bring with them the necessary pre-employment requirements like resume, ID pictures, transcript of records, diploma and clearances.
Agravante reminds jobseekers that they will only be entertained from 8:00AM to 5:00PM.
He also reiterated that they will not be charging application, entrance and registration fees from them.
Agravante is hopeful that Regional Office 3 will achieve DOLE’s target on “hired on the spot” this year which is at least 15 percent of all applicants.
Apart from offering careers, DOLE’s attached agencies namely the Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA), National Conciliation and Mediation Board (NCMB), National Labor Relations Commission (NLRC) and Technical Education and Skills Development Authority (TESDA) will be in the venues to render their respective services.
Other government agencies such as the National Statistics Office, National Bureau of Investigation, Social Security System and PhilHealth shall also be present to cater to the pre-employment needs of the jobseekers.
