Politician-turned-historian Reubern Canoy said that he stumbled into this fact while in a research on his book the History of Mindanao which is not yet off the press. Informations handed from generation to generation also revealed that the entire Metropolitan Ipil used to be part of sitio Sanito, then part of Barangay Bacalan of the Municipality of Kabasalan. (Ipil was officially created in July 26, 1949 and Sanito used to be called the mother barangay of Ipil.)

Sanito was also a recipient along with Pampanga, Negros Oriental, San Fernando City and Albay from UNDP for anti-poverty. These four LGUs were interviewed by ABS-CBN's Tina Monzon-Palma sometime in March 2009.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Barangay Sanito was created in May 13, 1969 but the effort to create Sanito,the oldest sitio in Ipil with cultural importance, dates back to February 12,1967 and was introduced in the halls of the municipal council by then councilor Avelino Giduquio.

History had it that Sanito was the site of the early barter trading in the Sultanate of Sibugay. Politician-turned-historian Reubern Canoy said that he stumbled into this fact while in a research on his book the History of Mindanao which is not yet off the press. Informations handed from generation to generation also revealed that the entire Metropolitan Ipil used to be part of sitio Sanito, then part of Barangay Bacalan of the Municipality of Kabasalan. (Ipil was officially created in July 26, 1949 and Sanito used to be called the mother barangay of Ipil.)


Barangay Sanito cares for the people. BARANGAY SANITO rose to prominence when it was chosen as one of the 2008 Gawad Galing Pook awardees in ceremony held at Malacanang on February 12, 2009. This annual award were given to deserving local government units for their innovations and outstanding local governance that promotes general welfare and contribute to attaining the Millenium Development Goal (MDG) of the United Nation. Sanito was also a recipient along with Pampanga, Negros Oriental, San Fernando City and Albay from UNDP for anti-poverty. These four LGUs were interviewed by ABS-CBN's Tina Monzon-Palma sometime in March 2009.

The innovations introduced by its new chairman, Jose Cabaral Tiu, elected in 2002, produced far - reaching results that the barangay is now working on several programs - among them: the Trichanthera Feed Production (for livestsock), the Sanito Urban Poor Housing project, a 10 - hectare housing project, the Barangay Water System, which would also supply water to the metropolitan Ipil area and the expansion of the Barangay Bagsakan to include a food plaza, a motorcab - jeepney terminal, and other projects of barangay impact. This was made possible through the mandate given to the incumbent barangay officials by the Sanito Barangay Government Code which endowed so much governmental powers and enormouys responsibilities upon them. Interviewed by the local media why they decided to venture into this kind or style of governance, Brgy Chair Susing (as he is fondly called)replied: "We have to do this after almost 40 years of neglect. The constitution and Local Government Code of 1991, as amended, have given us such powers so we must enforce it. "We cannot afford to lie idly while the problems - overpopulation, solid waste management, poverty, hunger, education, housing, nutrition, health and sanitation, and peace and order and getting serious every day. We have to fastrack our efforts to catch up with these problems."

The barangay has a unique concept of governance - the participation of the people. They have adopted a program called the:"KAPIT BISIG STRUCTURE of GOVERNANCE in BARANGAY SANITO." There are a number of politicians who questioned the legality of the Sanito Barangay Government Code but no one dared to go to court for its nullification. The provincial government and the DILG acknowledged it. No less than Her Excellency Pres. Gloria Macapagal - Arroyo also acknowledged it in a speech before the Sibugaynons on February 20, 2009 when she declared that "what made your barangays outstanding is that Barangay Sanito is one of this year's Gawad Galing Pook awardees for harnessing resources at the barangay level by virtue of its Barangay Government Code."

Among Sanito's unique innovations are the Barangay Public Works Development Ordinance and the Barangay Anti - Crime Ordinance which mandates all residents, regardless of income, to pay an annual fee for the maintenance of the barangay infrastructure and peace and order. The barangay's small fishermen joined the Bantay Dagat and were active in preventing the destruction of the barangay's coastal resource and preventing illegal fishing.

Republic Act No. 11462 Approved: 03 December 2019: That the barangay and sangguniang kabataan elections on the second Monday of May 2020 shall be postponed to December 5, 2022. This is the "Barangay Code of the Philippines".

A Barangay Clearance is NEEDED in order to get a Business License.
So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

To be a Teacher, doctor, lawyer, engineer, architect, nurse, computer technician; what books do you learn from? English books of course. All your tests are in English. The constitution of the Philippines is written in English. All the laws and new laws introduced by congress are in English. For that matter, you can't be a teacher in a school system unless you know English. The "Licensure Exam for Teachers" is in ENGLISH! Who are these people forcing Tagalog down our throats? Tagalog is simply one of the many dialects of the Philippines. Keep your dialects but learn and be fluent and proficient in ENGLISH.

Brgy Sanito have just finished its Barangay Bagsakan bldg. It is due to be inaugurated by Rep. Dulce Ann K. Hofer, 2nd District by February 18, 2009 at about the same time that the province of Zamboanga Sibugay celebrate its 9th anniversary. The barangay is about to open its Van - Jeepney Terminal in order to solve, once and for all, the problems of the vans and PUBs parking along the national highway that often caused traffic congestion. The presence of the van along the national highway is a major traffic hazard - more so that army equipment, armored personnel carriers of the army and the police including the ambulances used this area to pass through.

Barangay Sanito has been awarded as the most outstanding Barangay Bagsakan in 2009 at the regional level by the Dept of Agriculture for the operation of its Barangay Bagsakan taht started more than a year ago in a makeshift building. The operation of the bagsakan have brought down the cost of wage-goods - fruits, vegetables, meat and groceries - at the barangay level.

The barangay have started in January 5, 2010 the site development of the first phase of its 10 - hectare housing project that involve an estimated 500 housing units. This project alone is expected to bring in an additional revenue of some P10 million for the barangay once completed. The target of completion opf this project is December 2015. The barangay expect an estimated 2,500 people in addition to its present population of 9,000.

The P145-million Sanito Airport was also started. It is targeted to be completed in 8 month's time but the total project which is estimated to cost some P400 million may be completed in 5 year's time.

The barangay have embarked on am livelihood program designed to generate employment and train the marginalized sector earn a living for themselves from indigenuous materials found in the locality. They are also promoting URBAN GARDENING so that the people can save on the cost of vegetables for every households and use only organically produced vegetables. The barangay also promotes the Malunggay in Every backyard and the production of trichanthera as an alternativelivestock feeds. Trichanthera is very rich in nutrients, perhaps, similar to Malunggay, but trichanthera is fast-growing. it grows 10 time faster than Malunggay.

With its trichanthera program in place, the barangay entered into an agreement with the 102nd Brigade, Philippine Army, headed by its commanding officer Col. Rolando Tenefrancia to go into vermi-composting. The result is very fascinating and fantastic. The project turn in giant vegetables such as ocra and eggplant - the so called pinakbit vegetables.

The project emphasized SUSTAINABILITY. The vermi-composting project needs manure which are abundant in view of the fast-growing trichanthera fed into the livestock. The livestock are important in the production of trichanthera which fertilizers are derived from the vermi-compost produced out of manure and other organic waste and decayed plants as a result of the huge turn-out of vegetables as a result of the vermi-compost. The goat and sheep serve as grass-cutters of the barangay and the Brigade ground. The vermi-compost yield a very fertile mix of carbonized rice hull, ordinary compost and ordinary soil used in the barangay's URBAN GARDENING Project.

The barangay's farmers now uses vermi - compost instead of the expensive chemical fertilizers. Algae also grew thick and fresh when fed with vermi-compost. It beecomes a necessary ingredients in the Brigade - Sanito mini fishpond which is in the experimental stage where the tilapia eat the roots of the water lilie and the ducks sucked the leaves. The vermi-compost are thrown into the pond as fertilizer of the water lily and fattener of the tilapia. The outcome is an edible home - grown tilapia.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
