The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Prior to the coming of the Spaniards in Negros in 1565, there existed a small village near the mouth of the Magsungay river. It was a small settlement inhabited by Malayans who belonged to the "Taga-ilog" group. When the neighboring settlement of Bogo (now Bago City) was elevated into the status of a small town in 1575, it had several religious dependencies, one of which was the village of Magsungay. The early missionaries place the village of Magsungay under the care and protection of St. Sebastian sometime in the middle of the 1700s. A "corrigidor" by the name of Luis Fernando de Luna (1777-1779), donated a relic of St. Sebastian for a growing mission, and since then, the village came to be known as "San Sebastian de Magsungay". In 1770, the small village of Magsungay was firmly established under the leadership of the first "governadorcillo" or "Capitan Municipal" by the name of Bernardo de los Santos. With the cloud of insecurity hanging over them due to the rampant attacked of the Moro pirates, the people of Magsungay decided to move a few kilometers inland where upon on a hilly terrain, which they called "Buklod", the people established a new settlement. There, on this hilly terrain, Magsungay became the settlement of Bacolod.

In 1806, Fr. Leon Pedro, having appointed as "propitario" of Bacolod, became the first parish priest. From there, a young priest from Barcelona, envisioned the construction of San Sebastian Cathedral, in the name of Fr. Gonzaga. Gradually, the people left the hilly terrain where they had started to progress, and eventually the place became known as "Camingawan" which means the place of loneliness. In 1846, upon the request of Msgr. Romualdo Jimeno, Bishop of Cebu and Negros at the time, Governor-General Narciso claveria sent to Negros a team of Recollect missionaries headed by Fr. Fernando Cuenca. The following year, 1849, Gov. Valdevieso y Morquecho declared Bacolod as the capital of the whole island of Negros.

In 1938, under the administration of President Manuel L. Quezon, a bill was passed and approved making Bacolod a Chartered City, and was inaugurated as the 5th Chartered City under the Commonwealth period on October 19, 1938. The late Don Alfredo L. Montelibano, Sr. was appointed as its Chief Executive. After nearly a couple of centuries from its founding as small settlement, Bacolod is now a bustling modern metropolis in the Western Visayas region and it is also the "Gateway to the Sugarland" because Bacolod is highly accessible to air or sea from its neighboring region.

The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.

Budget of Municipalities and Cities: The Philippine budget formulation system is not centralized. It has been decentralized since 1991. It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem. "IMPERIAL MANILA IS A MYTH!".

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State and finance the religion of Islam. It violates the constitution's "separation of church and state". We need a representation of a MINIMUM of one SENATOR per REGION..
  • Contrary to Pres. Duterte's ranting (July 2019): Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed. Republic Act 7160 chapter 4.
  • Bacolod city is an independent city and highly urbanized. It is within the province of Negros Occidental but it has its own separate election. The registered voters of Bacolod city can't run for office or vote for anyone outside of Bacolod City. They are not eligible to participate in provincial elections.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
