The Department of Energy has assured energy stakeholders in Mindanao that the government is taking its best efforts in addressing the power situation in the island.
Autism Society Philippines (ASP) invites Dabawenyos to its 12th National Conference on Autism and 2nd Southeast Asian Conference on Autism on April 28 and 29, 2012 (Saturday and Sunday), with the theme “Living with Autism: Hope@Home” at Crowne Plaza Manila Galleria, Ortigas Avenue corner ADB Avenue, Quezon City.


DOE Undersecretary Josefina Patricia Asirit made the assurance in the Mindanao Energy Stakeholders Meeting on Tuesday here, as she presented DOE’s undertakings and recommended solutions to improve the power supply in Mindanao.
This year’s conference aims to promote, first and foremost, acceptance of autism within the family. It seeks to empower families to make informed decisions and to take bolder steps to ensure quality life for their member with autism.


Asirit told power distributors and electric cooperatives across Mindanao of the current power supply deficit of 100-160 mega watts in the Mindanao grid from 360 MW during the previous months.
It will also provide a fresh perspective to professionals as collaborative and supportive partners of families in the management of autism.


As part of the short-term solutions to this condition, Asirit said DOE is pushing for the re-opening of the Iligan Diesel Power Plant (IDPP), which has been shutdown since June 2010 pending evaluations and clearance by the Commission on Audit (COA).
It will feature interactive web interviews with Dr. Temple Grandin and Dr. Stephen Shore, two of the renowned experts on autism in the world. Also sharing their knowledge during the conference are local experts Dr. Alexis L. Reyes, one of the country’s leading Developmental Pediatricians, Dr. Michael Tan, and Dr. Lourdes “Honey” Carandang. It will showcase local experiences of parents, siblings and persons with autism as self-advocates.


Once operational, IDPP is expected to produce an initial power of 20-30 MW and may increase up to its full capacity of 100 MW upon rehabilitation, Asirit stated.
It will also showcase initiatives of the government (Carmona, Cavite) and the private sector [Community Based Rehabilitation (CBR)], both in the rural and urban settings, to provide programs and services for families and communities facing the challenges of autism.


“We hope we can put it online within the next four months, if not earlier,” she told the media in a press conference held after the stakeholders’ meeting on the same day at the Grand Regal Hotel, this city.

Another short-term solution being mulled by DOE is the transfer of power barges as stop-gap measures needed in Mindanao.

Asirit said two power barges are up for transfer next year that would provide 120 MW and 70 MW respectively. “This would certainly be more than enough to help augment the 200 MW shortfall,” she stated.
 
She said there is one power barge existing with a 32-MW capacity but is only generating 5 MW due to its location in a cement plant.
 
The rest of the existing power barges also with a 32-MW capacity each require maintenance to operate full generation capacity, she added.
 
DOE’s short-term solutions include the installation of the Mindanao Coal-fired Power Plant of the STEAG State Power, Inc. which has a 10 MW un-contracted capacity, and the acceleration of energy efficiency program.
 
Asirit explained that these short-term solutions are temporary just as not to hamper the development of the industry, while DOE is also making efforts for the long-term solutions.
 
In averting the power situation in Mindanao from becoming a crisis in the future, DOE saw the need for technical rehabilitation and upgratdng of power generation plants to generate more power.
 
The DOE official said the 180-MW Pulangi Complex run-off river hydropower plant will need to be repaired starting this month to operate in its full generation capacity.
 
For the period of April to May, Pulangi river will be at its lowest water elevations which will reduce power generation of about 100-130 MW.
 
However, Asirit clarified that Pulangi Complex is still generating in its full capacity of 180MW as of this time, and explained that the rehabilitation plan is aimed at preventing the plant from further damage.
 
The Agus 6 Complex, a hydropower plant, is also set for rehabilitation and uprading in June this year, she said adding that the National Economic Development Authority (NEDA) has already approved three weeks ago the P2.6 budget for the plant’s repair.
 
Asirit said the rehabilitation of the Units 1 and 2 of the Agus 6 plant will bring about additional 19 MW to produce a total of 44 MW, and will ensure another 30 years of existence.
 
The Energy Undersecretary has also reported that the issuance of DOE Circular DC2012-03-00419 in March 2012 aiming to rationalize the power supply in Mindanao has already gained positive results.
 
The Circular directs electric cooperatives to nominate their needed power to supply their demands which DOE said has resulted to reduction of power outages.
 
Asirit said that as of Sunday, only nine out of the 27 electric cooperatives in Mindanao have experienced brownouts since January this year, with reduced duration of at least 30 minutes to two hours.
 
She clarified that not all areas in Mindanao have power outages such as the areas of Cotabato, Panabo, Cagayan de Oro, Iligan, and Davao.
 
With the issuance of the Circular, areas not experiencing interruptions now include Malaybalay, Dipolog, Dapitan, Valencia, Camiguin, Panabo, Digos, Tagum, Mati, Cotabato, Surigao, Butuan, and Cabadbaran, DOE said.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

Davao Oriental Province, Philippines

  • The Province of Davao Oriental was created under R.A. 4867 on May 8, 1967.

The diverse natural resources including forest and agricultural products, mineral resources and tourist spots are a source of potential industries, investments possibilities and employment opportunities for the Province. These resources have already been tapped for support purposes but utilization of the same is yet to be fully maximized. Presently, various areas are already being identified and promoted for eco-tourism development and centers for information on potential investments are also in place. The province is composed of two congressional districts covering eleven (11) municipalities with Mati as the Provincial Capital. These municipalities are further subdivided into 183 barangays. The province has a total land area of 5,164 square kilometers representing 16.21 percent of the total land area of Region XI. Among its municipalities, Baganga has the largest land area with 1,177.10 square kilometers while San Isidro has the smallest land area with only 205.20 square kilometers.

The eastern coast of the province is fringed with mountain ranges while the rest of the area has an uneven distribution of hills, swamps and lowlands. Of the total land area of the province, about 493.68 km2 are classified as lowlands, 235.90 km2 as uplands; 2,263,48 km2 as hilly lands; and about 2,154.35 as mountainous areas. The remaining 17.05 km2 are covered by creeks, braided river beds, lakes and quarries.

Davao Oriental is strategically located in the Easternmost part of the region XI. It ranges about 189.30 in kilometers from its common boundaries. It is bounded by the Pacific Ocean in the East, Davao del Sur Province in the West (Davao Gulf if between Davao Oriental and Davao del Sur), Agusan del Sur and Surigao del Sur in the North and Davao Gulf and Celebes Sea in the South. Its proximity to the Pacific justifies the efforts of grooming Davao Oriental as the gateway to the Pacific. Mati, the provincial capital, can be reached from Manila by taking any of the daily scheduled airline flights to Davao City or regularly scheduled inter-island vessels that ply the Manila-Davao City route. History of Davao Oriental, Philippines

When the Spaniards led by Portuguese Explorer Ferdinand Magellan came to the Philippines in 1521, the Southeastern part of Mindanao was then known as Calaghan Island. It is a name derived from the vernacular word “calag” which means spirit or soul. Thus Calaghan is interpreted as “island of spirited men”. So when the Spanish government created the territory of Caraga Province in 1609, they referred to it as “region de gente animosa” or “region of spirited men”.

The Caraga Province covered a long stretch of coastal area from Cape Surigao to Cape San Agustin originally inhabited by indigenous people invariably called “Calaghans” or “Caragan” that included the Mandaya, Mansaka, Manubo, Mamanua, Mangguangan and Tagacaulo. Their Muslim counterparts were similarly called “Calagan” until today.

Davao Oriental was then a part of Caraga Province and the “Encomienda de Bislig” through which a distinguished lawyer, Don Jose Uyanguren, upon the order of Spanish Governor General Narciso Claveria, organized settlements in the now City of Mati and Municipalities of Baganga and Gov. Generoso. The settlements continued to grow as far as Davao City. So in 1849, Governor Claveria decreed the partition of Caraga Province into Surigao Province in the north and Nueva Vergara in the south with the town of Caraga as provincial capital.

When the Amercians came, Nueva Vergara including its adjoining areas became popularly known as Davao, a district of the Moro Province, later the Department of Mindanao and Sulu.

In 1898, Davao became a district of the Moro province created as part of Mindanao by the Americans. In 1916, Jones Law converted the Moro province into department of Mindanao and Sulu.


On July 1, 1967, under Republic Act 4867, Davao was divided into three provinces: Davao del Norte, Davao del Sur and Davao Oriental.

Today, Davao Oriental proudly keeps its Hispanic heritage including the Catholic religion. Many municipalities and barangays have retained their Spanish names like Tarragona, Montserrat and San Isidro. Its native dialect still carries many Spanish words. The province maritime transport system constitutes two (2) municipal/feeder ports and three (3) private ports. The two municipal ports are strategically located in Mati and Baganga. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

17th Century Caraga Church
Considered as one of the oldest churches in Mindanao, located in the town proper of Caraga, 70 meters from the edge of a built-in port made of ancient rocks overlooking the Pacific Ocean. It houses the 1802 Church Bell brought by the friars from Spain along with the antique image of San Isidro Labrador and other ancient files and archives. The baptismal registry from year 1835 up to present is still intact. These documents proved that from 1835 up to 1846, the places of Baganga, Manay and Mati used to register their newly baptized inhabitants at Caraga church. Part of the convent was used as a prison cell during the Spanish times.

Kaya Iloilo sweeps Group B in Copa '21

Also sharing their knowledge during the conference are local experts Dr. Alexis L. Reyes, one of the country’s leading Developmental Pediatricians, Dr. Michael Tan, and Dr. Lourdes “Honey” Carandang. It will showcase local experiences of parents, siblings and persons with autism as self-advocates.

It will also showcase initiatives of the government (Carmona, Cavite) and the private sector [Community Based Rehabilitation (CBR)], both in the rural and urban settings, to provide programs and services for families and communities facing the challenges of autism.
