The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

THE HISTORY/LEGEND OF LALIGAN, City Of Valencia, Bukidnon

Before Valencia City became a municipality under the Presidential Proclamation embodied in Executive Order No. 360, 1961 there were already a grouped of indigenous people living here with a common interest governed by the same Laws, controlled by their political leader called "DATU".

This community or grouped of people settled along the river near the foot of the mountain today know as Laligan River. They established their residence there because their means of living depend on fishing, hunting and farming. Their method of farming is "Kaingin System". They planted upland rice, corn which they called as "AGOLOY", camote which they called "KA-ASILO" casava or "BINGALA". They just plant enough for their consumption.

This grouped of people were composed of MANOBO Tribe the native of Agusan Province, the TALA-ANDIG the native of Bukidnon. They were managed and controlled by a Christianized Manobo named PEDRO SALIGAN, a brave strong, intelligent and knowledgeable person. Because of his intellectual capacity and capability in managing the grouped of people he was praised and look-up by the inhabitants as their trusted and dependable leader and so he was named as "DATU KASALIGAN" derived from his family name SALIGAN.

That’s how barangay Laligan gots its name derived from the family name of Pedro Saligan or Datu Kasaligan.

Datu Kasaligan was also a music lover he used to play his favorite musical instrument called SALURAY - a bamboo instrument having only one string. He used to play and sing during leisure time, rituals especially during married and other sorrow celebration such as death or burial.

When Datu Kasaligan died the inhabitants mourned. They performed their tribal ritual during the burial. He was buried together with him his favorite SALURAY his favorite bamboo instrument. He is buried in the hill owned by late Barangay Captain Miguel Prantilla.

Four days after his burial the inhabitants looked for a man who can lead them in place of Datu Kasaligan, they choose LEON MANANGKILA a Tala-andig tribe, native of Bukidnon as their leader.

Datu Leon Manangkila led the group. He convinced the inhabitants to plant ABACA as an additional income aside from fishing, hunting and farming. That’s why Barangay Laligan before was fully planted with ABACA.

Some of the inhabitants believed in GOD for there were already missionary priest spread the Gospel or words of GOD. They called GOD as MAGBABAYA, but still some inhabitants preaches "ANITOS" in which they celebrated every year by means of their ritual by offering pigs and chicken. They called it "PAMUHAT" to be perform by their preachers and at the same time their quack doctor in person of DATU LOMOSHON MANDAGWAYON, a manobo tribe.

In the year 1947, Mr. Policarpo Velasco Sr. an Ilonggo from Murcia, Negros Occidental found out in the Map the Bureau of Land of Negros Occidental that there were a vast track of uncultivated agricultural land in Mindanao particularly in the Province of Bukidnon that are Alienable and Disposable, and so Mr. Velasco adventured there in Bukidnon particularly here in Laligan. Upon seeing that there were really wide uncultivated Agricultural Land that were Alienable and Disposable suited for lowland rice, he went back to Negros Occidental and convinced his friends and relatives to go with him in Laligan to acquire some pieces of Agricultural land.

The first grouped at Ilonggos or Dumagats that arrived here in Laligan were the family Mr. & Mrs. Policarpo Valero Sr., the family of Pablo Alvarez, the family of Crispin Cabao-an, the family of Carolino Ayco, the family of Engr. Hugo Limbo , the geodetic engineer as their surveyor. Each of them there were children who were in the age of majority acquired 50 hectares each.

In 1953 - the second group of Ilonggos that arrived here in Laligan were the Prantilla family, Alojado family, Absalon family, Petallar family, Linco family. From that a flock of Ilonggos or Dumagats arrived here in Laligan.

The group of Dumagat families that arrived here in Laligan established their residence at Laligan Plain now Purok-7. It was called Laligan Plain because the contours of the land are very plain.

Mrs. Aurelia Fernandez Valero, the wife of Mr. Policarpo Valero was chosen as the sitio leader in Laligan Plain who leads the Ilonggo group while Leon Manangkila was chosen by cultural minority as the sitio leader in Laligan proper. (because Laligan that time is not yet a barrio)

In the year 1954, with the combined forces, effort and interest of the 4 big intellectual persons namely Mr. Policarpo Valero Sr., Mr. Pablo Alvarez, Mr. Apolonio Prantilla Sr. and Mr. Miquel Prantilla who were lover of education planned and worked out so hard for the development and progress of the barangay specially barangay populace and the growing children went into the process of securing the needed requirements to open a school in Laligan Plain. Mr. Miquel Prantilla donated an area for the school site. By the grace of GOD they successfully opened a school in Laligan Plain which was made of round timber, bamboo and lagon.

Since the Ilonggos are very religious and GOD fearing people the 4Big intellectual group initiated to celebrate an annual fiesta in honor of Saint Joseph as their Patron. The planned was realized and so the first fiesta celebration was celebrated in Laligan Plain, which was held in the newly constructed school buildings. During that time the sitio leader of the cultural minority group is no longer Leon Manangkila but it was Tilanduca.

On October 1, 1958 Honorable Cesar Fortich the Provincial Governor constructed a 2-room semi-concrete, standard size school building and so, classes in Laligan Plain under the temporary school building where been transferred there in the new constructed 2-room concrete school buildings. Form that time the residents of Laligan Plain slowly transferred their residence here in the poblacion or Laligan proper.

It was October 11, 1959 under R.A. 2370 Laligan became a regular barrio or barangay. And so there was an election held in the year 1963. The late Hon. Jaunito Peduche (the father of our present Barangay Captain Bing Peduche) was elected as Barangay Captain, so the late Juanito Peduche was given an honor as the first Elected Barangay Captain of Laligan. Unfortunately the late Brgy Captian Juanito Peduche was not able to finish his term of Office as Barangay Captain because he was assassinated by the Batangeño peddler and so Hon Felicidad Petallar, the first councilor succeeded as the Barangay Captain by virtue of succession. The late Barangay Captain Felicidad Petallar was succeeded by the late Barangay Captain Hon. Marciano Ayco and was succeeded by the late Barangay Captain Apolonio Prantilla Sr.. It was during the administration of Late Barangay Captain Apolonio Prantilla known as "Tiyo Poloy" that the secondary School now Saint Joseph High School of Laligan was opened. The late Barangay Captain Hon. Apolonio Prantilla Sr. was succeeded by his brother the late Barangay Captain Hon. Miquel Prantilla. Unfortunately the late Hon. Miquel Prantilla meet an accident while driving his tractor that leads to a tragic death and so Honorable Zacarias Bantilan assumed the office as Barangay Captain. Hon. Zacarias Bantilan was re-elected until he was defeated by our present young, active, energetic and workaholic Barangay Captain Rene "BING" Peduche.

The achievements and accomplishments that we have seen today in our Barangagy are the fruits of the untiring efforts done by the past leaders of yesterday and the leaders of today.

What will become of Barangay Laligan tomorrow depends upon the achievements of our leaders today.

Republic Act No. 11462 Approved: 03 December 2019: That the barangay and sangguniang kabataan elections on the second Monday of May 2020 shall be postponed to December 5, 2022. In October 2022, a legislation was enacted to postpone the originally scheduled election for December 2022. Subsequently, a new date for the election was established for October 30, 2023. Consequently, the incumbent barangay officials, who were elected on May 14, 2018, will continue to serve in their positions until the conclusion of 2023.

So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.
