The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Lubigan, Zamboanga City
The place Lubigan became a Barangay of the City of Zamboanga upon the enactment of Republic Act 1535 under the Charter Laws, a mandatory proclamation by the President in 1950.
A story tells of three persons by the name of Mr. Carlos Eijansantos, Mr. Gahamal Hussin and a certain Mr. Dolong.
Mr. Carlos Eijansantos is a Christian while Mr. Gahamal Hussin and Mr. Dolong are Muslims. They are best friends and they treated each other as brothers. All of them were residing from the different places in the city.
One day in the year 1919, they adventured somewhere in the east of Zamboanga to look a better livelihood, a place where to live and cultivate for farming. So by that time, there was no available road and vehicles going out there. They took banca ko travel the shoreline of Zamboanga. They sailed almost half of the day to reach sitio Panubigan and decided to dock there to make their plans. They had to sacrifice to walk through the hills and valleys at about 3.5 kilometers moving away toward the west of sitio Panubigan to look for beautiful places, until at last they saw a plain place and with very green grasses that look like a rice plant that grows along the creek. They wondered about his because they have not seen this kind of grasses.
And beginning that day, they stayed and lived there together with their families, but these grasses remained unknown. Some people who passed through this place said that these grasses can be served as herbal medicines. Some said these could serve as protection for pregnant mothers against witches. All of these they had proven during that time that these grasses were effective. And then from time to time they were able to know from the people who passed by that time that the name of the grasses is called lubigan. And since that time, this place has no name yet. So they named the place LUBIGAN.
