Federalism in the Philippines is pushed and supported by four types of People.
✅ The first one is by the Muslims (Moros) because they want an Islamic state of their own. Federalism guarantees them an Islamic State.
✅ The second is by the greedy (Kanya-Kanya) mentality who are also the proponents of political dynasties.
✅ The third are the ignorant, the blind followers or the minions of the proponents of this type of federalism in the Philippines.
✅ The fourth are those who are paid to say yes. They are just chasing MONEY. They will do anything for MONEY.

The Municipality of Payao which was created on November 11, 1977 pursuant to Presidential Decree No. 1238, issued by then President Ferdinand E. Marcos, was originally part of Kulasian, a territory of the Sultanate of Sulu, which was ruled by Datu Kumalarang, one of the last datus to exercise dominion over the area during the Spanish regime before the 17th century. Today, the people of Payao commemorates with mAuch funfare the inception of their municipality every eleventh (11th) day of November. The waters of Payao is haven to rich marine resources. It abounds with bangus, prawn, shrimps, sea weeds, shell fish, abalone, sea cucumber and many more.

It is also endowed with potential tourism attractions both in water and inland sites. These local tourism sites are supported through Tourism Development Management Plan through the technical assistance given by the Department of Environment and Natural Resources (DENR) to Payao in 2006.

Then 2007 came to be a memorable milestone for Payao when the Philippine National Oil Company (PNOC) team came in search of “unbeaten paths”, of panoramic spots untouched by human hands and Pandilusan Island victoriously claimed the honor of being featured in the cover page of the PNOC Calendar 2007. Copies of these were circulated throughout the globe.

The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard.
