The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

The City of Lipa, or Lungsod ng Lipa, is a first-class city found at the center of Batangas province in the Southern Tagalog Region of the Philippines. The city stands on a valley between the mountains of Malarayat and Makulot. Bordering it are the municipalities of Sto. Tomas to the northeast, Padre Garcia and Rosario to the southeast, Ibaan and San Jose in the southwest, Cuenca, Mataas Na Kahoy, and Taal Lake to the west, Balete and Malvar in the northwest, and to the east by San Pablo City in Laguna and the municipality of San Antonio in Quezon province. Lipa City lies 78 kilometers south of Manila, with a travel time of approximately 90 minutes accessed by the South Luzon Expressway and the Southern Tagalog Access Road Tollway (STAR Tollway).

Lipa City was largely an agricultural city, with the famous Batangas coffee bean as one of its major products. However, in its bid to become an urbanized city, Lipa has moved away from an agri-based economy to become one of the province’s important economic and institutional centers.

The presence of LIMA Industrial Estate (economic zone), Nestle Philippines, and other multi-national companies have set Lipa as a major industrial center in Central Batangas. The increasing number of banks, lending investors, credit cooperatives, and large shopping centers has contributed to the city’s growing financial and commercial importance. The presence of numerous national government agencies, such as Department of the Interior and Local Government (DILG), Commission on Audit (COA), Department of Trade and Industry (DTI), Department of Agrarian Reform (DAR) Regional Office, and the Bureau of Internal Revenue District Office are evidence of Lipa City’s importance as an institutional centre. Lipa’s important and influential status dates back to the Spanish colonialization era due to a flourishing coffee industry. This made Lipa the riches municipality in the Philippines that in October 21, 1887, the Queen Regent Maria Christina who was acting in behalf of King Alfonso XIII elevated it into a city. It was given the name Villa de Lipa. It had been returned into a municipality in 1895, only to be once again declared a city on June 20, 1947 under the young Republic of the Philippines.

Lipa had also figured prominently during the Philippine Revolution against Spain. In 1894, the brother of Andres Bonifacio, Procopio Bonifacio, established a chapter of the Katipunan in the city. The secret Philippine revolutionary movement was joined by 32 Lipeños, from which many revolutionary leaders have emerged. Famous Hispanists Lipeños during the American occupation include Teodoro Kalaw and Claro M. Recto.

To be a Teacher, doctor, lawyer, engineer, architect, nurse, computer technician; what books do you learn from? English books of course. All your tests are in English. The constitution of the Philippines is written in English. All the laws and new laws introduced by congress are in English. For that matter, you can't be a teacher in a school system unless you know English. The "Licensure Exam for Teachers" is in ENGLISH! Who are these people forcing Tagalog down our throats? Tagalog is simply one of the many dialects of the Philippines. Keep your dialects but learn and be fluent and proficient in ENGLISH.

Tricked by NPA, ex-rebel wishes to get his ailing wife back.
CAGAYAN DE ORO CITY - A former unit leader of the New People’s Army (NPA) who started in the communist group as a young supply carrier said the group tricked him into believing a better life was in store for him if he joined the movement. In a statement Friday, Isaganni Pepito, 35, claimed he was "deceived to join the armed struggle when he was still 28 years old." "I am a former member of the youth sector organized by the NPA so that they will have couriers in the hinterlands of Buenavista, Agusan del Norte. When I became a regular NPA [member] in 2015, none of their promises happened. I did not attain a better future," he said. Pepito surrendered to the Army's 8th Infantry Battalion (8IB) on January 16.

Camiguin to restrict movement of unvaxxed residents
CAGAYAN DE ORO CITY - The provincial government of Camiguin will impose another regulation that would limit the movements of residents not yet vaccinated against the coronavirus disease 2019 (Covid-19). In his radio program, Serbisyong PPR, on Friday night, Gov. Jurdin Jesus Romualdo said an order will be signed by Monday, January 24. He said those who are not fully vaccinated persons should remain in their residence at all times except when going to work or getting essential goods and services. Romualdo also said non-fully vaccinated persons going outside their residence for work must present appropriate identification and credentials such as company or office identification cards or employment certificates for employees, business permits for entrepreneurs, and barangay certification for farmers and fisherfolks.
