When the Americans established civil government on March 12, 1902, Lucena was designated
the new capital. The province of Tayabas also received territory from Laguna,
Nueva Ecija and Mindoro. The District of La Infanta was taken from Laguna and
the district of El Principe was taken out of Nueva Ecija and fused to Tayabas on
June 12, 1902. Marinduque was annexed to Tayabas on November 10, 1902. On
September 7, 1946, Tayabas was renamed Quezon Province.

'''Sampaloc-LGU water supply distribution project completed'''
*Source: http://pia.gov.ph/news/index.php?menu=2&webregion=R04A&article=701331524445
*By: Ruel M. Orinday
*''March 12, 2012''

SAMPALOC, Quezon- The municipal government of Sampaloc has completed rehabilitation of its water supply distribution project as a result of the socio-economic study conducted by the Canadian Executive Services Organization (CESO) and the Department of Trade and Industry (DTI)-Quezon in February 2008.

Pablito Budoy of DTI, Quezon provincial officer said the study motivated Mayor Emmanuel Jesus S. Torres together with other town officials to undertake the necessary action for the project designing, costing and out-sourcing of funds.

Nimfa V. Abracia, municipal planning and development coordinator (MPDC) said the availment of loan from the Department of Finance (DoF)-Municipal Development Fund Office under the Millennium Development Goals Fund (MDG Fund) became the final option.

According to Budoy, the water system rehabilitation increased the financial income from P289,000 to P642,000 during the reconnection period or a 54.96 percent increase. The water rate, however, increased from P12 to Php 40 for the first 10 cubic meters. This was acceptable to the consumers because the water system will operate 24/7, safe for drinking as chlorinating machine was installed and very affordable as well. They no longer buy refilled water at P35 per gallon which average P280 per month for the household.

Abracia said the overall impact of the project was the attainment of the MDG, that is to improve quality of life of humankind and poverty alleviation.

Relative to this, the LGU of Sampaloc will regularly conduct an information and education campaign on water conservation, protection and proper management of watershed areas.

Meanwhile, the establishment of the Sampaloc Waterworks District will ensure the efficient operation of the system while the municipal health office will regularly conduct water quality testing and monitoring of water borne diseases to guarantee the safety of the water.
