The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

Sampaguita: The Philippine National Flower

Sampaguita (scientific name Jasminum sambac) is a species of the genus jasmine and is widely grown as an ornamental plant. This species is native to southern Asia, India and Sri Lanka. The Sampaguita plant is a semi-climbing, evergreen shrub that reaches to a height of 1-3 meter. Leaves are simple, ovate and are arranged, either on opposite sides or in whorls of three. Sampaguita flower is white in color and is produced either singly or in clusters of three or more, at times twelve. The flower opens at night and withers within 2 days. Occasionally, purple-black fruits are formed. It is a sweetly scented tropical flower. Sampaguita's distinct sweet, heady fragrance is its unique feature. The essential oil from the flowers is similar to jasmin (Jasminum grandiflores). Sampaguita flowers do not bear seeds, therefore the plant is cultivated by cuttings.

Classification of Sampaguita Flower

Sampaguita is a Spanish term, which comes from the Filippino words sumpa kita meaning 'I promise you'. Like every flower signifies its own flower meaning, Sampaguita is a symbol of purity, devotion, dedication, fidelity and strength. Let us look at the classification of the Sampaguita flower.

There are three varieties of Sampaguita, based on the petal structure and arrangement viz. single petal (singled petal flowers with five oval shaped petals), double petal (singled and doubled petal flowers with elongated petals) and double double (semi doubled and doubled petal flowers).

Varieties of Sampaguita

There are three varieties of Sampaguita, commonly referred to as Single Petal, Double and Double-Double. The double layered Sampaguita are called 'kampupot,' which are less fragrant. The three major varieties: 'Maid of Orleans', 'Belle of India' and 'Grand Duke' - differ from each other by the shape of leaves and flowers structure. The fourth popular variety Mysore Mulli, a variation of the 'Belle of India'.

  • Maid of Orleans: Single with five rounded petals
  • Belle of India: Semi-double or single (single and double flowers on the same plant) with elongated petals
  • Grand Duke of Tuscany: Clusters of flowers (sometimes single flower). Only the central flower is truly double-rossete. Side flowers are semi-double, and like miniature roses

Cultivation and Uses of Sampaguita Flower

Sampaguita flower is the national flower of Philippines (adopted in 1937) and Indonesia (adopted in 1990). It is believed that Sampaguita plant was imported to Philippines, from the Himalayan regions, in the 17th century.

The constituents of Sampaguita flower are iron, glycosides, tannin, fats, silicon and calcium oxalate. There are many uses of Sampaguita flower, some of the common uses are:

Oil extracted from Sampaguita flower is used in cosmetics such as perfumes, deodorants, hair oils and other body care lotions. Sampaguita flower due to its fragrance, is used for hair ornamentation in Philippines, India and China.

The Sampaguita flower is used as herbal medicine; many people used it for alleviation of ailments such as headaches, fever, cough, diarrhea and abdominal pain. Sampaguita petals are used for preparing herbal tea. Sampaguita roots are ground and used for treatment of cuts and snake bites. The leaves and flowers also contain ingredients for use as antipyretics and decongestants.

A garland made from Sampaguita flower is used to welcome guests. In many of the countries, Sampaguita is regarded as auspicious and is used in religious ceremonies.

Growth and Propagation of Sampaguita Flower

Since fruits are formed rarely, the mode of propagation is by cutting. The plant cuttings are easy to root and they are suitable in any type of soil, provided there is optimum plant growth factors. As the plant increases in height, tie the stem with supports. Sampaguita grows better in soil enriched with organic matter and farmyard compost. Keep the soil moist by regularly watering the plant. However, make sure the soil is not waterlogged, as it can cause rotting of the roots.

They can be grown in areas, where there is availability of full sun or semi-shade. For better growth of Sampaguita, you can replace the pot with a larger size one, whenever the plant overgrows the pot. In case, you want to maintain the size of Sampaguita plant, you can prune the plants regularly after flowering. As Sampaguita plants require maximum light for blooming, exposure of the plants to sunlight as far as possible during blooming season is advisable.

Sampaguita grow on a woody vine or semi-climbing shrub, which reaches a height of 1,2 meters. The leaves are ovate or rounded in shape and 6 to 12 cm long. The leaves and Sampaguita flowers grow on short stalks. The Sampaguita flowers bloom either singly or as bundles of blossoms at the top of the branches. Blooming all through the year, Sampaguita are pure white, small, dainty, star-shaped blossoms. The flowers open at night and wilt in less than a day. The Sampaguita flower has about 8-10 calyx teeth that are very slender, and 5 to 8 mm long. The Sampaguita's corolla tube is slender and 1 to 1.5 cm long, the limb is usually double and 1.5 to 2 cm in diameter. The 2 stamens on the Sampaguita are included with a 2-celled ovary.
