Within these 17 regions in the Philippines, there are 42,027 barangays, 1486 municipalities, 148 cities, 82 provinces. It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Here is a letter from Amado Ledesma, a graduate of Curuan High School who prompted the creation of this Webpage:

CBHS, stand for Curuan Barangay High School. That was the name of the high school during our time in the 70's. An old man from an old school. I love and so proud of that school yet I don't know how to give back of what ever extra little things I have. And probably there are hundreds like me out there who wish to give back, yet afraid, shy or for any other reason are not giving. However if given the chance or a little push thousands will come forward to give. Take my experience, I am not suppose to tell you this but I am just trying to prove a point so make this talk just between us. I am a Catholic but not as devoted as I should be but when I was given the chance I responded and never felt better. In 2005 The Singing Priest of Zamboanga City "Parakletos" came to USA to perform, I offered them a place stay during their one month stay and I even volunteered to drive them around Northern California. In 2008 The "Parakletos" came back to invite all the Zamboangenios to attend the Centenial Celebration of the Zambaonga City Archdiocese this April 2010. They stayed in my humble home for 2 months and I drove them all over California to accomplish this mission and I never felt happy, honored and blessed. That is because I was given the chance to share. And that is my belief that if we can give people the chance to share there will be hundreds who will come forward.

My wish is to have like a WebSite for Curuan High School Alumni/nae because most of the successful are out of Curuan, out of Zamboanga City, out of the country. So we can share what ever ideas to help our Alma Mater grow as it should be. It's so frustrating because I don't how to start or to put it on motion.

I am thankful of your positive response and I hope you have extra patience in your pocket to bear with me on this effort.

I have attached a picture of Mt. Palingpin. This view is when you are leaving Curuan and going to the City. It is the most known scenery of Curuan plus it looks calm and green. If you go to the top you can see the whole Curuan, neighboring barangays and most of the eleven islands. The sunrise is the most spectacular scene. Very few people went there and most of them kept the beauty for themselves, like a jealous boyfriend.

I like to write more about Curuan but I am not a good writer, so just pick up some good points and you rewrite them to make them look and sound good. I have to go. hear from you in little while.---
